I like this definition but I don't think it gives enough credit to other aspects. You can wander the world, yes, but you can also wanderlust with people too. Wanderlust is a broad term that basically describes the act of wanting to know and experience everything this world has to offer.
I would travel anywhere at anytime for any reason. You should always go when the opportunity presents its self because of two reasons.
1. You never know who you're going to meet
2. You never know what experiences you'll gain that will develop you as a person.

People wanderlust is a great opportunity too. Get to know as many people as you possibly can, some of them will put you in the most difficult situations to test your character, some will be a blessing on your day, and others will be props in your daily life. Talk to, be with, laugh with and make memories with as many people possible. At the end of the day that's all you're going to be able to take with you.
You can experience cultures through these people. Become a more well rounded person by surrounding yourself with others whether they're a negative or positive influence on your life. Wander these people, know their stories and their backgrounds. Of course be genuine and accepting not curious and nosy.
